Halt comprises regional Halt teams and the national service organisation (HSE). For the prevention and fight against juvenile crime, Halt works together with relevant cooperating civic organisations.
There is a national network of Halt offices, corresponding with the police regions. All Halt offices carry out both Halt programmes as well as crime prevention activities.
HSE provides central services for and promoting of the Halt teams.
The Halt teams carry out the Halt programme under the responsibility of the Public Prosecution Service. Preventive tasks such as advising, educational programmes and customised projects come under the responsibility of the local authorities to which the Halt team is linked. In 2012, the sector was restructured and the former 17 Halt offices were joined together in one nationwide operating organization, Halt.
